Dubinin was born in 1958 in the Altai Krai, Russia. In 1981 he graduated from the Altai Poly-technic Institute in Barnaul, majoring in technology of inorganic substances. After graduation, he began working at the Barnaul tire factory assembly shop as foreman.

In 1982 he began working at the Pavlodar Oil Refinery (now – Pavlodar Oil and Chemistry Refinery – POCR). He worked as a nitrogen-oxygen station master. In 1986 he was promoted to the Head of MEA regeneration unit and sulfur recovery. Once he worked as a Deputy and then - head of production for the production of bitumen, sulfur, coke and petroleum coke calcination. Since 1999 he was the leading engineer of the technical department, since 2000 – headed the production department. In 2002 he was appointed deputy technical director. Since 2012 - Deputy Technical Director for Operations, Managing Director of Production Support, Deputy Chief Engineer for ensuring production. Since May this year - Deputy General Director for Production - Chief Engineer.

He is the author of a number of innovations.

For high professionalism and significant contribution to the development of the oil refining industry in the Republic of Kazakhstan he had been awarded with the Medal Yegen Enbegi Ushin, commemorative medals "Kazakhstan Respublikasynyn Tauyelsyzdygine 10 Zhyl, “30 years of the plant", "35 years of the plant" and has a diploma of JSC "KazMunaiGas ".
