Kuznetsov was Born in 1948 in Ukraine. In 1992 he graduated from the Kazakh Institute of Chemical Technology with a degree in "machinery and equipment of chemical plants". From 1972 to 1975 he worked at the Omsk refinery as the engineer of X-ray gammagraphy of 4th category.

Viktor Kuznetsov is the first in history of the Pavlodar Oil and Chemistry Refinery (POCR) worker on call, arrived in the company in October 1975. His career began in the POCR as an engineer X-ray gammagraphy of the 5th category in 1977 he got the 6th category. He performed welding quality control of industrial pipelines in the construction of production facilities of the plant. In 1989 he became foreman of the compressor equipment shop No. 10. In 1994 he was appointed head of this section. Since 1997 he was the deputy chief engineer of machinery. He has made a great contribution to the development of the service of the chief mechanic.

The total length of his service at the POCR is 36 years now. Now Kuznetsov is retired but continues to work. He teaches at the Pavlodar Chemical and Mechanical College a special class "Compressor units and pumps," and conveys to students, future engineers, a wealth of practical experience.
